However, they were clearly thinking of the short-term issues of allowing them to dock, when they should have been considering the long-term issues, caused by a major oil spill, which ultimately resulted from their refusals. Sure, one could blame the captain for refusing to distance himself from the coastline. Then again, he was probably refusing to distance his ship from the coastline, in spite, likely as a result of the refusal to allow his ship to dock. Truthfully, anyone in that same position probably would have done the same exact thing.
