As every aviator knows, any landing you can walk away from is a good landing. Why did you even bring up the Doolittle raid? No fighters took off with those B-25 bombers, and they all ditched or crashed because the task force was spotted by a Japanese fishing boat about 400 miles shy of their launch point, so they had to go then and there. They ran out of fuel before reaching their landing fields in China. They never intended on returning to the carrier to land because the planes weren’t designed for or even capable of a carrier landing. To "cause immeasurable harm to the environment" is worse than if it fell into the hands of the enemy? Depending on what it is (like a nuke or something) maybe but not as a blanket statement like that.
